Transhipment or gateway: two different jobs for one port

A large share of the cargo crossing Hong Kong never enters the local economy. That distinction changes how consolidation should be planned.

Gateway cargo is imported for local use or exported from local production. Transhipment cargo arrives on one vessel and leaves on another without entering the domestic market at all. Hong Kong does a great deal of the second, which is precisely what makes it useful as a consolidation point for regional flows.

The distinction matters because the two have different documentation, different cost structures and different exposure to local conditions. A consolidation plan built on transhipment can be very efficient — and can also be more sensitive to vessel schedule reliability, since a missed connection is not a delayed truck but a missed sailing. We model that exposure explicitly rather than assuming the connection holds.
